Because Kirby isn't TRYING to be scary, the fear is a sub product of themes that some part of the games explore, not the main goal. Zero isn't trying to be scary, it's trying to be an eldritch abomination to contrast with Kirby's nature, creating a interesting dynamic to the final boss, the horror aspect is just a second nature to the contrast.
