When you are invested into Matoi's character and can appreciate the set up for a story, but there is literally no scene where everything goes quite and we get a good exposition, so the entire experience is pretty exhausting.

Those would be some of the qualities it would need to count as chaotic. For me by far it was Akira. That movie made me feel the chaos that was happening in the anime and it really made you feel that Neo tokyo was falling apart.
