I have a manual mill, and can design anything I need in Fusion 360. But if I need an actual fixture made I will likely have to have a buddy who has a Tormach make it for me (which isn't a problem).

With limited Time Tools and Funds this might be a good starting point with tools you already have.

In fact many of us with no machining experience start with CAD or similar program to design the knife then print it out to use as a template.

I would definitely not try to hog out the profile in only one pass. it'll be interesting to see what design you come up with and what overall results.
