So when Roxas joined Sora in KH2, Xion naturally came with him. So, we basically have Xion's heart inside Roxas's heart, while Roxas's heart is inside Sora's heart.

He got better at it, and finally made the one that would become Xion. In KH1, you can fight Xemnas as a secret boss, in the castle at Hollow Bation where you fought Maleficent. This fight is canon.

WEBXion to me, is a great reason, an excellent motivation and someone to really care about, especially amongst the ranks of organization 13. She has a sort of loveable appearance and her ability to use the keyblade makes her pretty neat. That aside, Xion in my opinion (yes, my opinion), is a severely underdeveloped character.
