Toby would never. He has his own simpler yet charming art style to his sprites, and Spamton is too iconic to even slightly alter. Besides the "rough" shapes and the simple colours fit with the lore considering the NEO body was drawn by Mettaton's Ghost in the library (then later deleted)

To get Spamton NEO, Spamton had to be downloaded onto a floppy disc and uploaded into the NEO body. It would make sense for it to have a head along with the rest of the body that Spamton didn't have. Supposed Height Comparisons, and Sheer Scale of Spamton Neo
So, Spamton NEO might not literally be as big as the colossal sprite in that big all-out attack, but for that big burst, he manages to put out so much threatening energy that it FEELS like he's that big. Kind of both intimidation and Rule Of Cool/Exaggerated For Effect kind of thing.

My guess is that since most of his dialogue is in his shop, giving him a set of talksprites that he'd only use right before and after his first encounter would be a waste. Not to mention he'd also need to make some for his NEO form as well, which would be a lot of time for very little use
