The Jarls like to hoard them and one in a house you have to buy, these will be the ones without an association. It will almost always be at the end of a quest or dungeon otherwise.

Nov 20, 2012 · Become a full member of the Thieves' Guild, then Vex'll talk to you about the gem. To become a full member, complete the quest from Brynjolf in the Riften Market, then just follow through with the quests he gives until they tell you you're a member of the Guild. You do not need them all as a previous poster stated.

If you want to just get rid of the items from your inventory, but not lose them altogether, you can put a copy of the item in a container in your house.
