Sometimes the bounding box is obscured and dragging out the work area a tad will bring the corner and side handles in to view for access. If this does not work for you, suggest that you reset preferences to default. Go to Edit menu>Preferences and reset on next launch.

For example if I tried to change to the brush tool I would still see the small arrow and cross and not the circle (brush tool icon). This made it almost impossible to continue my work as I couldnt see how big the brush was.
