If this happens to you, I'll suggest you login to Login.gov and disconnect your SSA account. Reconnect the SSA account, and you should be good to go. Based on the data we received from the National Student Loan Database System (NSLDS), you cannot complete the IDR Plan Request using StudentAid.gov."

The correct site is studentaid.gov - and they’re regularly down for a few hours on Sunday mornings, for maintenance. For Nelnet, you’ll likely have best luck if you call first thing in the morning on Monday, as soon as they open!
