It seems to work better installing it via zip archive instead of installing it by folder. I plan to try to install Fallout Nevada by zip archive to see if that works. I hope this helps.

This is the issue I had, it stemmed from installing the game into the wrong location. Reading the main thread on NMA has all the info for fixing it. My original files are the steam edition of the game so I put the main Nevada folder into the Fallout 2 folder in C:\Program Files(x86)\Steam\steamapps\common\Fallout 2 and it worked after that.
