I am having the same issues, I found a fix, if you just set your steam to offline mode, the game should star up if you open up the game using F4SE and such, only bad thing is that you will have to set your steam to offline mode everytime you want to play fallout 4 without the new update, until we get a proper downgrader like we got with skyrim
