This has been my experience in two of those axe throwing places. 24A is fine for what you want, and the stacked leather will probably hold up better than the foam.

I went with the rubber handled version of Estwing's tomahawk because I like the cushiony grip and the fact it won't absorb moisture/oils. I really can't say anything about the type of steel used. As to putting an edge on it I tried but I only got it marginally sharper.
