OSDS supports California’s economic growth by promoting and increasing small, diverse and disabled veteran business (SB/DVBE) participation in state contracting through Outreach, Advocacy, Education, Certification, and Compliance.

Suppliers interested in Small Business (SB), Small Business for the Purpose of Public Works (SB-PW) and/or Disabled Veteran Business Enterprise (DVBE) certification can apply, re-apply or access their profiles.

State-certified DVBEs are eligible for the state's DVBE Participation Program. The program sets the goal to use DVBEs in at least three percent of the state's overall annual contract dollars.

The Disabled Veteran Business Enterprise Program (DVBE) was established in 1989 to acknowledge California disabled veterans for their sacrifice and service to the State. The program mandates DVBE participation in state contracting to promote competition and encourage greater economic opportunity for DVBE contractors.

For DVBE certification purposes, a "disabled veteran" is: • A veteran of the U.S. military, naval, or air service; • The veteran must have a service-connected disability of at least 10 percent or more; and • The veteran must reside in California.
