When you are invested into Matoi's character and can appreciate the set up for a story, but there is literally no scene where everything goes quite and we get a good exposition, so the entire experience is pretty exhausting.

Those would be some of the qualities it would need to count as chaotic. For me by far it was Akira. Looking for ABSOLUTELY chaotic action anime with a good
WEBI’m looking for very similar anime with a sense of chaos and somehow manages to balance all of those elements. The closest anime that managed to do all that and have absolutely chaotic action was FMAB. Dorohedero is a good balance one. Honestly, I haven't seen anything that goes so far into batshit insane (in a good way) than Symphogear.

Anddd I also happen to be a fan of pairings like Hayama akito and Sana kurata as well as Natsume Hyuga and Sakura Mikan so if anyone knows anime with pairings such as these please suggest.
