No, It is a walk around in a circle to view the entire city and river view. to the best of my knowledge people don't spent that much time at the tower, because it is not a closer view from the top. Again I don't mislead you, if I didn't pay close look about the seating facility, because it was not of any concern about me. Our tour guide gave us limited time - including waiting in line both ways to go up and down.
