IS White lake and White Sand Dunes at same place? IF not, What time is recommended to visit these two places?

No you can easily do it on your own. Renting a motorbike or one of the jeep tours is probably a the best and most affordable way. I think our tour started at 4.30 or 5.00 am.

We recently stayed at Anantara Mui Ne and loved it but it is a drive to both the Red & White sand dunes (about 20 to 25 minutes). We had friends stay at the Full Moon Village and really loved it and that is much closer. Mui Ne/Phan Thiet is very small so nothing is very far... Though our friends who stayed at Full Moon took a cab into town each night for dinner - out hotel was walking distance.... so depends on what you really want to be close to - attractions or dinner/shopping.

You should be able to. I took a bus from downtown. It cost 5 US and took about 5 hours. It was a two level interior recliner seating bus. Quite comfortable. I don't know if you can get a bus from the airport and may need to take a taxi to the bus station. You may also need to reserve a ticket.
