I know the area very well. There is a large parking lot adjacent to the Museum, on its East side. It is not free, but rates are reasonable. There is also plenty of metered parking along the street, just West of the Museum. In front of the Museum main entrance, there is a large turn about where a drop in could easily be done. As others have noted,it's a beautiful walk from the Old Town to the Museum, along Grande Allée, passing in front of the Quebec Parliament. Its a very, very gentle slope. From Chateau Frotenac, I would figure at least an hour because you will want to stop along the way.

The MNBAQ is open everyday (except 2 days in December. Most museums (esp. the prestigious ones - state or provincial museums, for example) do not allow dogs for many reasons - some people are allergic, possibility of mess and fleas, possibility of damage to art and artifacts. For the latter reason, even backpacks are not allowed. Senior's admission fee is $16. For more info on hours, rates, (and guidelines), google the Museum name to get to their website.
