The Palais Garnier did not have evening tour the day I planned our visit because there was an evening performance. We chose to go first thing in the morning upon opening and had pre-purchased tickets, audio tour and reserved time slot. It was a performance day and by chance a kind staff member suggested visiting the auditorium first as it was open but was closing before noon. The earlier you set your itinerary the better.

You can buy them online! I think you can also buy them in person (don't quote me on that), but easier to buy online. Definitely arrive early- it takes a hot second to find the entrance and I was late due to insane traffic (even though I left buffer time) and they weren't amazingly helpful on a refund- the best they could do was a self guided tour the next day.
