Complain to DVLA as listed on the back of their mailings. To me it is nothing short of extortion. They are very threatening in their tone which I have found deeply upsetting - I’m with you all the way.
To avoid the car parking in Branscombe. I recommend catching the AVMT Buses 899. The bus runs from Seaton to Sidmouth via Beer and Branscombe. It stops at the village hall & the masons arms. It's much more fun than all the parking hassles. And the views are great.

Sounds like a good solution! If you really must take car into village the village hall let's you park for a donation, that way you are supporting the community not greedy business.
