Great place to easily get descent views of the city. The views aren't as good as the Washington Monument, but it's much easier to get to the top. Full review by tannerinasia

This the tower at the Waldorf Astoria with a kind of hidden entrance off to the side street and down some steps. They lead u to an elevator ( no waiting) and it goes to a bell tower with awesome view… Full review by TiaK286

instead make your way to the Ronald Reagan Building where there is a great food court often used by school groups. You will have to go through metal detector to get in but not onorous.

However, the building - which is not considered a part of Trump Tower - is administered by the NPS as you mentioned, so you might try calling their office at (202) 426-6841 Unfortunately, tripadvisor doesn't allow contact information (at the same time saying in their posting guidelines to contact the place directly) - which, of course, you can't do because I am not allowed to tell you who to contact.

I don't know how high in feet you may find this out elsewhere but you are right at the top above the Bell, probably 10 floors up.
