No. The Pass Jeux is only needed for the SILT (grey) perimeter. The Louvre is outside the perimeter, but between 18 and 26 July you must have an entry ticket or train ticket to access the Louvre. After the 26th the perimeters are no longer needed and will be dismantled.

I really don't know which one I was at. However I know it was directly beside the entrance to the apartments exhibit for Louis. I thouhgt the cafe was nice, with a good view. It was rainy that day, so the outside terrace was closed, but the interior was charming, and the staff friendly.
