No. I don't believe there is a glass bridge, or other type of platform that sticks out from the building. There are 2 floors where you can take photos. The lower floor, of the two, is enclosed by glass and heated. This is where you can sit at tables and order food and drinks. The upper floor is open and you can feel the wind and rain, if that happens to be the weather that day. They encourage you to take photos and shoot video. There isn't a time limit so you can stay as long as you like too.

I think we actually arrived a bit late and they had no problems with it. They never asked us what our reserved time was. There weren't many people waiting in line when we got there, so they may have cared less because it wasn't busy. I think arriving early would be better than arriving late, so they have plenty of time to accommodate you.

Eating at one of the restaurants in the Shard does not give you access to the observation deck which will cost extra. The restaurants are located about half way up the Shard.

Yes I have just looked on their website and it is still showing the Peter Pan themed afternoon tea and they have vegan and vegetarian options too.
