There are 2 options. 1. In Koyna approach local goverment office and they give you permission to visit dam from outside. This has to be done 1 day prior to your visit. Documentary proof of your address and photo id and 2 photos are required. 2. In Pune you can seek permission from Sinchan bhavan. Not sure the procedure but visit this office and seek permission for the day of visit.
