It is a water powered wheel the turning wheel pumps water from the old lead mine. It is the biggest water wheel because they needed extra power to pump the water from the mine. The Isle of Man has no coal so they could not use the newly developed steam engines as were used in England and elsewhere as mines got deeper.

The smaller wheel is called Lady Evelyn. The larger one is Lady Isabella, named after the Governor's wife, Isabella Hope, who opened the wheel in 1854.
