Yes, you can have a family picnic. Yes, you can bring a grill--the park also has some grills one can use. There are picnic tables. I have seen families bring tables and chairs and tents for little kids to sleep in. I do not know of any covered buildings in case of rain. The picnic area is on top of the hill, by the soccer fields and cricket pitch. There is a parking area there--one enters from Dufferin, near Coppa Foods, It fills up quickly on weekends. There are bathrooms.

You can stand outside the enclosure and see the horses during the warmer weather--not sure about during the winter-- but it is a facility for the handicapped. The horse barns and arena are likely only open to members of the public who are either part of the handicapped community, instructors or maintenance staff.
